![]() Ron, the way it is set up by law is that the city (assuming you are talking about NO) must respond to the limit of their resources, then ask for state aid. When the state is in danger of exhausting their resources then and only then can the feds step in. If the city never asks, then the state can do nothing. If the state never ask, the fed gov't can do nothing. Unless each level of gov't asks for help, it must be assumed that they are capable of handling the problem. It was a few days before No asked for help and a few days more before LA asked for help, until then the Feds could do nothing. Of course a little preliminary planning could have gone a long way.
The only way the Feds could have gotten in earlier is if the levees that collapsed were Federally owned, they weren't, they were owned by the city. Rotorwash

![]() And... the one Federal agency who is NOT limited by the posse comitatus or other rulings DID absolutely "get in there" almost instantly, permission be damned.
I refer to the United States Coast Guard. Perhaps there is a lesson in Federalism to be learned there? Recently, in a survey, the four major ethnic groups were asked if they would rely mainly upon themselves and family, or upon the government in time of disaster. At the low end, the blacks said 17% would rely upon government, and at the high end only 23% of asians said they would. What does this tell us? |
