The 119 gross ton harbor tug Alex Brown was built at Staten Island, New York, in 1912 for civilian employment. She was acquired by the Navy at the end of September 1918, placed in service as USS Alex Brown (ID # 2725), and assigned to the Naval Air Station at Key West, Florida. In 1920 her name was changed to Saco, and she was given the hull number YT-31. Her service as a harbor tug continued until she was stricken from the Navy list in October 1926. Saco was sold in May 1927.
